6. Procedural safeguards Finally, IDEA establishes procedural safeguards to help parents and students assert their rights under federal law. This requirement has two main objectives: safeguards protect parents` access to information about placement and transition planning; and procedures will be put in place to resolve disagreements between parents and schools over a student`s placement.
